Oakland Police Chief Howard Jordan has admitted to a court that he never saw?emails from city officials about police brutality by his force during Occupy Oakland - because they were being redirected to his spam folder.

The police chief explained how he used a spam-filter to automatically relegate mail containing phrases like “occupy,” “police brutality,” “press pass,” and “excessive force” to his junk folder, never to be looked at. In Jordan’s defense, he does claim it was an accident. SF Gate explains:

The city investigation found that Jordan had city staff put in the filters on Oct. 27, 2011 - two days after a violent clash between police and protesters that made international news. He had been inundated with anonymous messages, he said in a declaration to the court.


But he forgot the e-mail filter was still in effect.

Hepatitis E Vaccine Debuts

A Chinese biotech partnership's vaccine success raises hopes for prevention of overlooked diseases, including hepatitis E which claims 70,000 lives annually

Batches of the world?s first vaccine against the hepatitis?E virus began rolling out of a Chinese factory last week, promising to stem a disease that every year infects about 20?million people and claims 70,000?lives. The vaccine is being hailed as a victory for an unusual public?private partnership that could set a precedent in China?s burgeoning biotechnology sector, and help to deliver other vaccines for diseases overlooked in the West.

The waterborne hepatitis?E virus mostly occurs in developing countries that have poor sanitation, and it is particularly prevalent in east and south Asia. Although most cases cause only mild illness, it can lead to acute liver failure ? the mortality rate reaches 4% in some regions and soars to 20% in women who are in the later stages of pregnancy. A severe outbreak of hepatitis?E in the Xinjiang Uygur Autonomous Region in northwest China, for example, caused almost 120,000 infections and more than 700 deaths between 1986 and 1988 (see ?Hidden epidemics?). There is no treatment, and improved sanitation has so far been the most effective way to stem the disease.

The new vaccine, which was approved by China?s State Food and Drug Administration (SFDA) in December 2011, could transform that picture. More than a decade ago, researchers at Xiamen University in Fujian province genetically modified a strain of the bacterium Escherichia coli to produce a protein that, when injected into humans, stimulates the body?s immune system against hepatitis?E. But preclinical and clinical development began in earnest only in 2000, when the Yangshengtang Group, a company with interests in food and health care, invested 15?million renminbi (US$1.8?million in 2000) to set up a joint biotech laboratory in partnership with the university. The lab was given national status in 2006 by the Chinese Ministry of Science and Technology and relaunched as the National Institute of Diagnostics and Vaccine Development in Infectious Diseases (NIDVD).

The institute aims to unite academia and industry in commercializing new vaccines, particularly for emerging infectious diseases. Yangshengtang set up a subsidiary company called Innovax to take potential vaccines through clinical trials to manufacturing. The hepatitis?E vaccine, Hecolin, is the company?s first product to reach the market, but it also has a vaccine against human papilloma virus that is currently in preclinical research. Approval for Hecolin came after a phase III clinical trial published in 2010 showed that it was highly effective in preventing infection among almost 100,000 healthy participants.

Hecolin cost about 500?million renminbi (US$80 million) to develop, much of which came from the Chinese government through the university. The vaccine will be sold to distributors in China at a cost of 110?renminbi per dose, and the company expects it to reach sales of 62?million renminbi in 2013. That is hardly a blockbuster income, but, according to Jun Zhang, deputy director of the NIDVD, the public?private development model helps to ensure that vital vaccines are developed regardless of whether they prove to be profitable for manufacturers.

Zhang hopes that the success of Hecolin will attract further investment in such schemes, and says that the Chinese government has been encouraging. ?Many people ? including representatives of multinational pharmaceutical companies, venture capitalists, Chinese local government officials and Chinese entrepreneurs ? think this is a worthy example of biotechnology investment,? he says.

Storm experts say the worst damage from hurricane Sandy is likely to be from the storm surge, a wall of water that will sweep in with the high tide, engulfing homes, businesses, and anything else in its way.

The surge pushed ashore by the storm could be as high as 13 feet in places such as Stamford, Conn., and Staten Island, N.Y., according to estimates from the National Oceanic and Atmospheric Administration (NOAA). Full-moon tides could add another foot, and near-hurricane-force wind gusts could produce 20-foot waves.

Experts say the surge could put some runways at New York-area airports under water and perhaps flood New York subways with seawater, leading to costly electrical damage.

?The surge is going to be near-record and, in a few places, record levels,? says James Aman, a meteorologist at Earth Networks, the parent of the Weather Bug.

The implications of a large surge are that some shoreline communities could be flooded, possibility resulting in life-threatening situations for residents who did not evacuate.

On Monday, Norwalk, Conn., residents Fred and Lisa Clarke left their home on the Norwalk River just in time.

?We left a little before high tide, and water was just crashing over the sea wall,? says Mr. Clarke. ?There was only one road out from our house, and we just barely made it.?

On Monday morning at a press conference, Connecticut Gov. Dannel Malloy implored residents to evacuate before the worst of the storm hit. He said the storm would bring two times more water into Long Island Sound than hurricane Irene.

The two most worrisome areas, says Mr. Aman, are western Long Island Sound, especially around LaGuardia airport, and Raritan Bay, which is close to Newark airport in New Jersey. ?The latest NOAA information indicates there could be a 13 foot surge in those areas,? he says. ?That would put part of the runways under water.?

The prospect of a surge of water prompted New York to shut down its subway service and close the Holland Tunnel and the Brooklyn Battery Tunnel. On Monday, Mayor Bloomberg said bus and subway service would be shut down on Tuesday, as well. Financial markets will be closed for a second consecutive day Tuesday.

Are You Avoiding Conflict or Resolving It? | Fr. Anthony Messeh

?Whenever you?re in conflict with someone, there is one factor that can make the difference between damaging your relationship and deepening it. ?That factor is attitude.???William James

Never is that more true than in marriage.? There is no such thing as a marriage that doesn?t have conflict.? The only marriages that don?t have conflict are the ones where they aren?t trying ? where either one or both of the people involved have simply given up.

Conflict is the most difficult part of marriage ? it?s the part that can be a cause of a tremendous pain and hurt.? But I believe that conflict doesn?t always need to be negative.? Conflict can actually strengthen a marriage [or any relationship for that matter], if we simply learn to follow some Biblical principles on how to fight fair.? In fact, conflict is often times the very thing that catapults relationships to new heights and new depths.

Therefore, I believe the following:? the goal of marriage is not to be conflict-free.? The goal is to handle the conflict correctly when it occurs.?

Usually we think in terms of how to AVOID conflict.? Instead we need to think in terms of how to RESOLVE conflict and use it to deepen the relationship.? When conflict arises, you must keep in mind that the goal is not compromise; the goal is resolution.? What?s the difference?

Compromise means that each one should just make a sacrifice and give in for the purpose of simply ending the fight.? That is short-sighted and counter-productive and only breeds resentment and bitterness.? You may not have really agreed with what your spouse was saying, but you just wanted to end the argument.? That is compromise.

Resolution is quite different.? Resolution means that we determine what is best for the oneness in our marriage.? That may line up with what I said or it may line up with what you said, but that is inconsequential.? Marriage is not about getting what you want 50% of the time.? Marriage is about doing what?s best for the oneness of your relationship 100% of the time.? It means separating your own personal agenda/ideas for the sake of the marriage and what?s best for the oneness in your marriage.

Let me explain it this way.? The Bible teaches us that from the start, God designed marriage to be about the oneness and unity of two people.? ?Therefore a man shall leave his father and mother and be joined to his wife, and they shall become one flesh.?? Genesis 2:24.? Two people becoming one flesh?? What does that mean?

That means that on May 28, 2001 [my wedding date], I walked into church as a single man.? Marianne walked in as a single woman.? We each had our own lives and our own plans and dreams and everything.? But on that day, something happened in the church ceremony ? some mystical and divine.

Through the action and descending of the Holy Spirit, we didn?t leave the church the same way we came.? We entered as two people; we left as one.? A new person was born that day ? a person who didn?t exist when we both woke up that morning.? That new person is the unity of God, husband and wife ? a new sort of trinity that is born at every wedding ceremony? INCLUDING YOURS!

That is why I don?t believe in compromise in marriage.? Marriage is not about compromising and 50/50; marriage is about me getting zero and my wife getting zero and this new person ? the unity of God, husband and wife ? getting 100%.? No compromising.? Marriage is about setting aside your personal agenda and ideas and doing what?s best for the new person that was born.

How does that affect conflict resolution?? I heard a good analogy this past weekend at the Weekend to Remember conference.? The speaker said that he and his wife handle conflict in this way.? After taking some time to cool down and let the emotion of the moment subside a little, they sit at the dinner table.? Instead of just going back and forth about who?s right and who?s wrong, the husband takes the salt shaker and moves it out to the side of the table.

He then grabs his wife by the hand and says something like ?Honey, I love you but our oneness is being challenged right now by an issue.? This salt shaker represents that issue.? That issue has the power to cause a lot of pain and hurt in our marriage if we don?t resolve it properly.? It has the power to destroy our oneness and neither one of us wants that.? So instead of fighting about it, let?s discuss what we can do TOGETHER to resolve it.?

Do you see what he did?? He separated the issue from the relationship.? Usually we connect the two together and that is why we struggle to resolve conflict.? Once the issue gets mixed in with emotions and hurts and past issues, it becomes difficult to see.? Instead what he did is separate the issue out to the side and take his wife by the hand and then they approached the issue TOGETHER.? At that point it isn?t about who wins and who loses; it is about resolving the conflict in the way that puts marital oneness as the primary objective.? When oneness is restored, it is a win for everyone.

Stop treating conflict like something to be avoided and start treating it like something to be tackled head on.? Don?t shy away from conflict but rather seek to resolve it in a way that deepens marital oneness above all else.

Several ill-advised proposals to amend the state constitution are on the ballot next week, and one of them would do away with Florida?s so-called Blaine Amendment that forbids state money from being used for ?sectarian? purposes.

?Sectarian? refers among other things to religious matters, and this proposal, Amendment 8, taps into a complicated history.

In the late 1800s, Catholic immigrants protested the practices in public schools, which reflected the prevailing Protestant ethos of the country and frequently included prayers and exhortations that had an unabashed Protestant character.

So Catholics started their own school systems, and they complained that because the alternative was forcing their children to endure Protestant indoctrination paid for by tax dollars, Catholics were entitled to public money to pay for schools that supported their own faith.

In 1875, James G. Blaine, Speaker of the U.S. House, proposed an amendment to the Constitution that would have made it clear that no public money should ever be given to religious or religiously sponsored organizations. Blaine was not anti-Catholic himself, but there was strong sentiment against public funds going to Catholic schools.

Even though the amendment failed, states were quick to pick up the effort, and eventually 37 state constitutions, including Florida?s, had Blaine Amendments.

Supporters of Amendment 8 have tried to spin it different ways: that it eliminates a vestige of bigotry against Catholics; that because religious organizations cannot bid for state money they are being treated unfairly, and so on. They have also tried to say it has nothing to do with funding private religious education through vouchers, which is very hard to believe.

Times have changed, and today it is evangelicals complaining about their kids being indoctrinated with secular ideologies in public school. They?ve teamed up with Catholics, whose position has never changed, and they are salivating at the prospect of tapping state coffers to pay for students? tuition at religious schools.

After all, private education is expensive and a voucher for the per-pupil amount the local public school would get makes St. Perpetua Catholic School or Triumph Christian Academy a lot more attractive to the parents of prospective students.

In theory, the U.S. Constitution forbids this under the Establishment Clause of the First Amendment, but the U.S. Supreme Court ruled in 2002 that vouchers may be permissible under some circumstances. The ironclad language of the Blaine Amendment is standing in the way of Florida private school administrators, and Amendment 8 is their weapon to smash that barrier.

Contrary to the convictions of militant atheists and the ACLU, there are certain circumstances in which a partnership between the state and religious institutions is a good thing and ought to be encouraged. Where a denominational organization provides social services, they should be able to do so under contract with a modicum of guidelines about proselytizing.

But education is a very different kettle of fish. Religious groups have no rights to public money when it comes to funding private schools, precisely because religious indoctrination is part and parcel of the mission of those schools, and taxpayers should not have to pay for that.

Religious groups can complain all they want that they are being discriminated against, but one U.S. Supreme Court ruling to the contrary, there is a long legal and cultural tradition against mingling public monies with private religious education. What they call discrimination is in fact only being compelled to obey that tradition.

Some religious organizations that might otherwise legitimately be able to contract with the state are shut out under the Blaine Amendment, and that?s too bad. But if that?s the price to pay to keep religious schools? hands out of the state till, so be it.

POSITION AVAILABLE: One regular staff (non-teaching), part-time, position in the Art Department, 18 hours per week, 10 months per year (August through May), beginning in January 2013. This position is primarily assigned to the San Elijo Campus in Cardiff, but may be assigned to any district facility. The position may require working evenings and occasional weekends.

BASIC FUNCTION: Under the direction of an assigned supervisor, assist within the Art Department by performing complex technical work in an instructional learning environment for a highly technical or complex vocational or academic subject area; exercise judgment and initiative in coordinating labs and other instructional facilities and materials of the assigned area of learning.

REPRESENTATIVE DUTIES:
(E = essential job function)

1) Maintain learning environment in a safe, clean and orderly condition; operate, maintain and make minor repairs and adjustments to learning equipment including electric and gas kilns, electric and kick wheels, instructional lighting, easels, shelving, and sculpture, welding and woodworking tools such as table saws and bandsaws; perform more complex or technical repairs and create specialized tools, instruments, equipment or facilities as needed. (E)

2) Assist students, instructors and staff in the use of a variety of technical or specialized equipment, materials and supplies in an instructional laboratory setting for ceramics, sculpture, drawing, painting and other 2-D/3-D arts, and including microcomputer hardware and software, hand and power tools; design, modify and enforce lab procedures and policies. (E)

3) Monitor students in class/lab work procedures and projects, including during open lab times for all art courses on the San Elijo Campus; demonstrate safety and emergency procedures in class/lab situations; safely monitor fire gas and electric kilns; monitor hazardous or flammable materials; assure security of lab materials, equipment, machinery, computers and software. 4) Develop, explain and demonstrate learning exercises and instructional materials to aid in student comprehension of course work; present information to students in a logical, accurate and interesting manner; prepare, distribute and explain lab orientation materials for instructional personnel and students; create signs detailing lab procedures and instructions; provide information on available resources to students. (E)

5) Research, order, receive, catalog and store supplies, materials and equipment; direct and participate in inventory of lab equipment and materials, assuring that adequate quantities are available for instructional use; mark equipment with approved identification; provide technical assistance in the preparation of specifications for equipment and material purchases; interview vendors to assess new equipment and supplies and recommend selection as requested; assess need for replacing equipment. 6) Establish and monitor lab schedules for Instructional Assistants, hourly aides and student workers; provide work direction, train and evaluate the work of Instructional Assistants, hourly aides, and student workers.

7) Participate in the planning, design and construction of department instructional facilities.

8) Participate in course development and modification; participate with establishing department goals, priorities, planning and implementation; research material to assure that curriculum is correct, accurate and relevant; plan and organize displays and lessons by priority.

9) Assist in developing department budgets; coordinate purchases and other expenditures; monitor accounts as appropriate; maintain records and prepare related reports.

10) Set up and oversee labs, mixing and dispensing chemicals including chemicals for painting, ceramics and sculpture, issuing materials, setting up equipment/lighting/displays, properly disposing of chemicals and materials, checking in tools, equipment and materials and maintaining appropriate records; test, formulate, maintain, and mix low and high fire glazes, underglazes and stains for decorating ceramics; load and unload all ceramic works, and fire electric, gas, raku, pit fire and soda kilns. 11) Assist in developing recruitment programs for prospective and continuing students; assist in recruiting students for assigned programs through industry organizations, committees and area high schools as assigned.

12) Maintain student records in order to assess progress of students; inform instructors of student progress.

13) Attend faculty meetings; attend conferences, classes and workshops to maintain, update and increase knowledge and skills in field of specialty.

14) Operate District vehicles as required.

MINIMUM QUALIFICATIONS:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

1) Education equivalent to a Bachelor's degree in art, art history or fine arts* or related field and one year of closely related work experience (*fine arts is defined as including visual studio arts such as drawing, painting, sculpture, printmaking, ceramics, textiles, metal and jewelry art, and also art education and art therapy); OR education equivalent to an Associate degree and four years of closely related work experience.

IMPORTANT: For work experience, a "year" is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.

2) Sensitivity to and understanding of people of diverse academic, socioeconomic, cultural, disability and ethnic backgrounds.

DESIRABLE QUALIFICATIONS:
1) Experience with ceramic and sculpture techniques and equipment.
2) Bachelor's or Master's degree in Art.
3) Experience exhibiting artwork and/or curating exhibitions in contemporary art.

Why Does Everything Take So Long?

Does your communications work move at a snail's pace?

One of the beefs that I hear from program staff is that their communications people are sooo slooow. Bring in the communications people, they say, and it takes forever to get anything done. By the time it?s done, they complain, it?s too late.

Of course, the same is true in reverse too. Communicators who want to newsjack a story complain that it takes days on end to get a quote approved. Or that they can?t get program people to give them good stories to share.

What?s going on here? There are few factors at work, some in our control as communicators, and some not.

1. There are different sets of quality standards.

It?s not uncommon for program staff and communications staff to have totally different opinions about what?s an acceptable level of quality. Just how big a deal is a typo or bad grammar? Does it really matter that the flyer doesn?t bear any resemblance to the brand guidelines or anything else that?s being promoted now? Just how much detail is really needed in this piece? Try to get on the same page about goals and expectations well before the deadline.

2. There?s no appreciation for the dirty work.

So much of our daily work ? both on the program side and the communications side ? is dealing with technical?minutiae?that ?you don?t really appreciate unless you are responsible for it. While you don?t need to fully cross-train each other on the hundreds of little steps that appear to outsiders as just three or four big ones, a little education about each other?s actual work day wouldn?t hurt.

3. It?s harder than it looks.?

Writing, design, and other creative skills come easier to some than to others. Even for those with natural talent, it can take quite a bit of time to get it just right. It?s hard to be brilliant on a moment?s notice. Photographers take hundreds of photos to get just the right one.

4. There are too many layers of review.?

Everyone thinks they have a keen sense of taste, and, really, they don?t. ?This is especially true about copywriting and design. ?For example, unless your executive director has been trained in direct response copywriting, he or she probably shouldn?t get the final word on your direct mail appeal letter. ?Some people love to tinker, and they will happily wordsmith you well past your deadlines.

5. It happens in a black hole. Part of the reason that we become so impatient with each other is because we don?t see any progress. Think about ways that you can be more transparent about the steps and your progress on them.

Tablets are primarily game-playing devices, according to a new study by Flurry, a mobile analytics firm. Flurry looked at 6 billion application sessions across 500 million smart devices, and found that tablets were used for gaming much more than smartphones were, and for longer periods of time. "Further reinforcing that tablets are 'media machines' is the fact that consumers spend 71 percent more of their time using games on tablets than they spend doing so on smartphones," said Peter Farago, vice president of marketing for Flurry.

Smartphone users skew younger than tablet users, on average, 30 versus 34 years of age. Smartphone users are more often male (56 percent to 44 percent) while tablet users are evenly divided by gender (51 percent male). Tablets show a higher usage from 7 pm to 10 pm than smartphones, and slightly lower usage during the day.

The key chart shows the time spent on different categories of apps. Games are the number one category for both smartphones and tablets by times spent, easily outpacing social networking. "They will not abandon their post," an employee who answered the Arlington Cemetery's phone confirmed to Yahoo News. He identified himself as "George," but was not authorized to speak on the record to the media.

The tomb, located just outside Washington, D.C., holds the remains of unidentified soldiers from World War I, World War II and Korea.
